Hong Kong Planning and Infrastructure Exhibition Gallery

City Gallery, formerly known as the Hong Kong Planning and Infrastructure Exhibition Gallery, is an exhibition centre in Hong Kong devoted to the planning and development of urban areas. Located at Edinburgh Place in Central, Victoria City, it operates as a public relations initiative of the Planning Department of the Hong Kong government. The gallery presents government planning proposals and infrastructure projects to the public through themed exhibitions and interactive displays, with free admission.

The institution was established in 2002 under its original name, the Hong Kong Planning and Infrastructure Exhibition Gallery, as a temporary exhibition on the ground floor of the City Hall annex building. The intent was to eventually create a full-fledged permanent gallery that would occupy the entire annex. In mid-2009, to accommodate refurbishment and expansion works at the City Hall Annex, the temporary gallery relocated to the ground floor of the Murray Road Multi-storey Car Park, maintaining continuous public service during construction. The permanent gallery reopened in the City Hall annex building on 20 August 2012. A revamp of the ground floor, third floor, and fourth floor commenced in 2019 and was completed in May 2021.

The gallery's holdings and displays centre on Hong Kong government planning proposals and infrastructure projects across multiple thematic areas. Its four floors organise content around distinct themes: the journey of Hong Kong's planning and infrastructure development, comparisons with other world cities, sustainable development, strategic spatial planning, transportation networks, and heritage conservation. Interactive features and devices provide visitors with current information on planning and infrastructure developments. The collection approach emphasises public engagement through motion sensors, interactive screens, tactile and audio systems, and video presentations rather than static objects alone.

Key exhibits include Planning Eye, which surveys Hong Kong's planning and infrastructure development at a glance; Great World Cities, an interactive screen comparing Hong Kong with ten other global cities; and Coastlines & Skylines, where visitors can observe the transformation of Hong Kong's coastline since 1900. Hong Kong Next Century presents visions of the future from people worldwide, while Hong Kong Now and Then uses motion sensor technology to study changes in various Hong Kong locations. Visionary Hong Kong 200 presents photographic documentation of infrastructure development history. The Inclusive City installation features the first permanent Tactile and Audio system in Hong Kong. Thematic Exhibition Areas on the ground floor host architecture-related exhibitions, and two double-height halls on the third floor serve as flexible thematic exhibition spaces.

The gallery occupies the City Hall Annex Building at Edinburgh Place in Central, Victoria City. The building comprises four floors, each assigned to different thematic content. The ground floor contains reception and introductory exhibition areas. The first and second floors house displays on local features, living environment, heritage protection, strategic planning, transportation infrastructure, and sustainable development. The third floor contains two double-height halls and additional interactive displays, while the fourth floor holds photographic exhibitions and further interactive installations. The site is positioned within the Central business district, near other major government and civic buildings.

City Gallery is located at Edinburgh Place in Central and is owned and operated by the Planning Department of the Hong Kong government. Admission is free of charge. The gallery is accessible on foot west of Central MTR station. Additional public transport options include Admiralty Station Exit B, Central Station Exit K, and Hong Kong Station Exit A on the MTR; the Star Ferry; multiple bus routes operated by New World First Bus, Citybus, and Kowloon Motor Bus; minibuses; and the Hong Kong Tramways.
